Snapshot: Projects Seeking Priority Distribution in Argentina’s 3Q22 Capacity Auction

Thirty-five Argentine renewable energy projects applied for priority transmission allocation in the latest capacity auction organized by wholesale electricity market administrator Cammesa.

The round – corresponding to 3Q22 – attracted wind and solar photovoltaic projects.

Earlier this year, Cammesa prioritized seven renewable energy projects following a tie-breaking process in the 2Q22 round.

Among the largest in the current cycle is the 202 MW San Luis Norte wind project, owned by Generación Eléctrica Argentina Renovable I, a unit of energy company PCR and steel company ArcelorMittal Acindar. Located in the province of San Luis and built by construction company Semi, the plant is expected to have an initial capacity of 113 MW. Generación Eléctrica Argentina Renovable I is looking for 84 MW of priority distribution. San Luis Norte obtained 36 MW in Cammesa’s 2Q22 call. A 12 MW solar farm on the site is also under consideration.

The largest installed capacity is the Vivaratá wind project of the PCR Luz de Tres Pico unit, under construction in the province of Buenos Aires with a capacity of 399 MW. The initial capacity should be 49.5 MW. Viveratá already has 31.2 MW of priority dispatch.

Amid strained network capacity in some regions, previous rounds ended in a tie-break. Cammesa is analyzing the applications and a final award decision is expected by the end of the month.

Priority transmission allocation is given to projects that seek to participate in the Mater futures market, where generators supply electricity under contracts with large users. Companies concerned about their green credentials are driving demand for electricity from clean sources.

Argentina needs to boost its transmission capacity to support the continued growth of renewables in the windswept south and sunny northwest. Some transmission corridors are heavily congested, which limits the addition of new grid-connected renewable energy plants.

The multilateral IDB recently said it had approved a $1.14 billion decarbonization credit line for Argentina, with part of the resources earmarked for work on the grid.

In addition, the Argentine Federal Department of Energy has reportedly given the green light to the signing of a power purchase agreement for a 200 MW expansion project of the Cauchari solar park. Other projects also requesting a PPP with the State are the following:

– The 100 MW Picún Leufú wind project, planned for the province of Neuquén (ADI-NQN)
– The 100 MW Arauco II wind project (stages 5 and 6) and the 50.1 MW Arauco I solar park, proposed for the province of La Rioja (Parque Eólico Arauco)
– The 99.4 MW Arauco II wind project (phases 3 and 4) (Arauco Renovables)
